Drone as First Responder (DFR): How It Works & Who Runs It

DFR programs explained from our coverage: how dock-based drones answer 911 calls, which vendors and cities run them, results, and the objections.

Drone as First Responder is the fastest-growing idea in American policing: launch a camera to the 911 call before the patrol car rolls. Our coverage tracks the programs, the vendors, the results, and the growing pushback.

What is a Drone as First Responder program?

A DFR program stations weatherproof drone docks across a jurisdiction and dispatches aircraft automatically against 911 and CAD calls, streaming video to dispatchers and responding units before anyone arrives. Skydio’s DFR Command, the platform our coverage follows most closely, crossed 10 million calls processed in February 2026 and integrates more than 25 dispatch, NG911, gunshot-detection, ALPR, and body-camera systems, with a native CentralSquare CAD integration added in August 2026.

What results do DFR programs report?

In Orlando’s trial, one drone beat officers to the scene on 33% of calls. The FAA’s March 2026 streamlined BVLOS waivers now let a single pilot fly up to four drones, with 14 agencies approved including NYPD, SFPD, and LVMPD.

Which cities and vendors run DFR?

Skydio anchors the market, and its aircraft sell into public safety alongside Axon, as in Portland, Maine’s Axon-Skydio purchase. Alameda County pairs Flock’s system with its sheriff’s office. BRINC runs 911-response programs with its Lemur line and launched the Guardian drone with Starlink connectivity and a new Seattle factory in March 2026, then raised $125 million led by Motorola Solutions. Paladin sells an $8,000 DFR pilot program tier, and has drawn litigation.

What are the objections?

Our coverage carries the other side too. Minneapolis deadlocked 6-6 and killed a free Skydio trial over the company’s ICE and Israel ties. Portland, Maine’s city council rejected a police drone program outright in November 2025 under the state’s strict UAV law, then approved an Axon-Skydio aircraft the following March after a second vote. And in New York, a watchdog reported NYPD drone flights up 3,200% while warning about unchecked surveillance.

Frequently asked questions

What is a Drone as First Responder program?

In Orlando's trial, the drone beat officers to the scene on a third of calls. Skydio says 16 million Americans now live within two miles of one of its DFR docks.

Which companies sell DFR systems?

Skydio (partnered with Axon) leads the market our coverage tracks, with BRINC, Flock Safety, and Paladin running competing programs. Skydio's DFR Command platform has processed more than 10 million 911 calls.

Why do some cities reject DFR?

Surveillance and civil-liberties objections, and vendor politics. Minneapolis killed a free Skydio trial in July 2026 over the company's ICE and Israel ties. Portland, Maine's council rejected a police drone program in November 2025 before approving one the following March. In New York, a watchdog reported NYPD drone flights up 3,200% and warned about unchecked surveillance.
