Red Cat Holdings has the entire $2.49 million U.S. Air Force order of Black Widow drones built and sitting on the shelf ahead of the August 24 delivery deadline. That is one of several disclosures Mitch McDonald, the company’s newly promoted Divisional CEO of UAS Operations, made in a DroneXL interview on August 14. Another one: the U.S. Army spent a full day inside Red Cat’s own facility last week assessing the company’s next payload, a three camera system with Palantir software that could put Black Widow into a second program of record.

Air Force Birds Are Built Before the Deadline

The Air Force contract, announced July 30 and covering Black Widow systems, train the trainer support, batteries and spares, has already been produced in full, McDonald said, headed to an evaluation that could replace the Security Forces’ Teal 2 fleet.

“The drones are ready. They are built. They are ready to be shipped,” McDonald said. Red Cat does not publicly disclose per system pricing or the size of the order.

DroneXL covered the award when it landed, and the delivery mechanics McDonald described explain how a defense supplier hits a 25 day turnaround. The company builds ahead of demand and holds finished stock, because some component lead times run nine months. Unless an order is unexpectedly large, Red Cat ships within 10 business days of receipt.

That posture scales. Asked what a fleet wide replacement would look like if the Air Force assessment goes well, McDonald did not hedge: “Even if it was a thousand or two thousand systems, we have the capability to replace that within a month or two, or less.”

The Army Walked Into the Factory to Grade AiN

Red Cat’s next act is a three camera payload called AiN, short for Advanced Imaging and Navigation, which packages Palantir’s visual based navigation and went through an Army assessment at the company’s facility the week of the interview, a step toward a second program of record with four or five companies still in the running.

“We just had an assessment done by the Army this week,” McDonald said. “The Army was here all day yesterday.”

Read that detail again. The Army did not review a slide deck in a conference room in Virginia. It sent its evaluators to the production floor. In an industry where most autonomy claims live in pitch decks, the customer walking your line is a different category of validation.

The Palantir partnership behind AiN dates to December 2024, when the companies announced visual navigation and the Warp Speed manufacturing system for Black Widow. The payload arrives in about two months, McDonald said, and it is backwards compatible: a fielded Black Widow takes the new cameras without replacing the aircraft. He believes it “takes us to parity or even better than a lot of our competition.”

Procurement Money Is Everywhere and Committed Nowhere

Army buying for Group 1 drones is shifting away from pure program of record funds toward a marketplace model, and McDonald described the consequence without decoration: appropriations arrive late, funding is “very spotty,” and no channel can promise volume to anyone right now.

“They can’t commit to anything for any program,” he said. Red Cat’s answer is to be ready at every window the government might open, on capability, price and speed.

The speed argument has a scoreboard. In March, the Army placed a $52 million order for more than 2,500 Skydio X10D drones, the largest single vendor tactical sUAS order in its history, awarded in under 72 hours. McDonald, whose company won the Short Range Reconnaissance Tranche 2 production selection, read it plainly: “The Army is trying to maintain competition.”

Both vendors now have funded fleets heading into the field. The comparison the Army could not settle on paper is about to run itself in daily operations, and that contest is the one worth watching.

NDAA Compliance Runs Out at the Rare Earth Question

Black Widow was selected in the Blue UAS Refresh in February 2025, went through a third party teardown covering every component and software version in late 2025, and completed certification through DCMA in the first quarter of 2026, yet McDonald concedes the audit trail dissolves at the level of raw materials.

“We don’t actively source any materials from China,” he said, with DCMA, which now manages the Blue UAS list, conducting on site reviews. A separate Army NDAA assessment in early 2025 ran independently of the Blue UAS process. Then came the honest part: on rare earth metals and battery components, “you’ll find that there is risk in terms of, did this material come from China or not? Lots of times it’s really hard to tell.”

He is right, and the admission is worth more than the certification. Chase any drone’s bill of materials down to the last atom and somewhere upstream the trail goes dark. McDonald also noted the bar keeps moving: what counted as compliant three years ago does not today, when many components must be domestic outright.

Hellcat Sells Ukraine’s Homework to Japan

Hellcat, Red Cat’s export variant shaped by Ukrainian battlefield practice, carries the GPS denied visual navigation and frequency hopping radio work the war refined, and Japan has become the company’s second largest customer for it.

The capabilities are not withheld from American units, McDonald said. The Army simply has not asked for all of them yet. Meanwhile the Pentagon’s own Gauntlet exercises now mirror the Ukrainian template, adding an ISR aircraft alongside the FPV strike drone in the second phase. “They have a surveillance drone, and the FPV drone is the shooter,” McDonald said of Ukraine. “We are learning, just not quite at the pace that they are over in Ukraine.”

DroneXL’s Take

No sugarcoating this, the claim I want tested is the one everyone repeats: 50 plus minutes of endurance, best in class. After ten years of flying, I have learned that marketing minutes and mission minutes are different currencies. Battery figures usually come from a clean aircraft in friendly air, not from a bird hauling its full sensor payload on a working flight. An independent, third party endurance run with the complete kit attached would end that conversation, and I would happily publish the clock.

Everything else in this interview points the same direction. The Army grading AiN on Red Cat’s own floor says more than any award ceremony. The “can’t commit to anything” line sounds like a complaint, but listen closely and it is confidence: the buying channels are almost ready everywhere at once, and Red Cat is stocking shelves for the day one of them opens. A company that can swap a fleet of 2,000 single aircraft systems in a month or two is answering the exact question the Department of War’s drone dominance push keeps asking.

Two dates will do the arguing. August 24, when the Air Force birds must land. And whichever day the AiN downselect goes public, with four or five names still in the hat. Watch both.
