Tampa General Hospital and Hillsborough County Fire Rescue are preparing to launch what they describe as the nation’s first EMS-driven drone program for delivering whole blood directly to trauma scenes. Starting this October, pending a county vote, drones stationed at two Florida fire stations will fly blood to victims of life-threatening bleeding in less than three minutes on average, across roughly 70 square miles (181 square km) of Hillsborough County.
A 911 Call Triggers the Drone Before the Ambulance Arrives
The program wires the drone directly into the emergency dispatch chain. When 911 dispatchers identify a call involving life-threatening bleeding, a drone launches from one of two fire stations carrying whole blood, then lowers the supply box to the ground on a tether while first responders work the scene.
The cargo choice is the medical heart of the story. Whole blood carries red cells, plasma, and platelets in a single unit, unlike the separated components hospitals typically stock, which means a trauma patient can get everything in one transfusion at the roadside.
Prehospital whole blood moved from battlefield medicine into civilian EMS over the past decade, and the results made believers out of trauma surgeons. What kept it rare was logistics: blood is scarce, it expires, and stocking every ambulance is not realistic. A drone network that flies the unit only when a scene needs it attacks exactly that bottleneck.
“In traumas with hemorrhaging, every minute matters. Faster access to whole blood is a major predictor of a patient’s likelihood of survival,” said Dr. Jason Wilson, chief of emergency medicine at Tampa General.
The drones come from Archer First Response Systems, the Florida company that already runs a program with Tampa General in Manatee County flying emergency response equipment to 911 scenes. Blood supply comes through OneBlood, with the University of South Florida Morsani College of Medicine as research partner.
Two Fire Stations Cover the County’s Worst Trauma Zones
The launch sites were picked by the data, not by convenience. Fire Rescue Station 9, near Faulkenburg Road and Sabal Park, and Station 37 in Riverview serve the parts of Hillsborough County with the highest volume of penetrating trauma and hemorrhagic injuries, according to the program partners.
“This program puts an essential, lifesaving resource directly in our hands at the scene,” said Fire Chief Todd Carnell of Hillsborough County Fire Rescue.
One approval still stands between the program and the sky. The Hillsborough County Commission votes on September 2, and if it passes, the system is scheduled to come online in October.
Medical Drone Delivery Keeps Compounding
Tampa’s program lands on a runway that medical drone work has been building for years, and the pace of it keeps picking up. Each new program borrows proof from the last one and pushes the model one step closer to the patient.
Three weeks ago, DroneXL covered Duke Health dispatching AED-carrying drones to live 911 cardiac arrest calls in North Carolina. In March, Manna simulated blood delivery between Dublin hospitals. Back in 2024, a UK trial proved drones could carry urgent blood stocks between hospitals without damaging them, flying 42 miles (68 km) along the Northumberland coast.
I keep coming back to how fast this ladder got climbed. Drone delivery started with pizzas and burritos as a marketing stunt. In Ukraine and Russia the same airframes now make far darker deliveries every night. And here in the West we got comfortable watching Amazon’s MK30 drop groceries in Texas suburbs and Walmart put delivery maps over half the country.
Now the cargo is blood, and the customer is a person bleeding on the pavement. The technology did not change much between the burrito and the transfusion. What changed is that regulators, hospitals, and fire chiefs finally started treating minutes as the medical resource they are.
The Trauma Clock Is the Whole Business Case
Speed is not a convenience feature in this market, it is the product itself. Trauma medicine has spent decades organized around the concept of the golden hour, and severe hemorrhage kills much faster than that, which is why a three-minute average delivery time reads like a different category of medicine.
An ambulance carries the patient to the blood. A helicopter carries the blood to the patient, at helicopter prices and helicopter response times. A drone sitting on a fire station roof inverts the whole equation for the cost of a battery charge.
The Tampa model also answers the question that stalled earlier programs: who flies the mission. Putting the drones at fire stations, triggered by dispatchers, makes the aircraft one more piece of EMS equipment rather than a hospital science project.

Stories like this one are why I keep a soft spot for the delivery beat. We spent years reporting on drones as flying vending machines, and now the same category of aircraft is about to fly whole blood to people who are minutes from dying. That is a technology growing into its purpose.
What I want to see is the expansion. London already moves medical samples across the city by air, Duke flies defibrillators to cardiac arrests, and Tampa is about to fly blood to trauma scenes. Every one of these programs generates the data that justifies the next one, and that flywheel is turning faster every year.
Watch the Hillsborough County Commission vote on September 2. If it passes, October makes Tampa the proof of concept that every trauma system in the country will be asked about at budget time.
