DJI Enterprise published a Drone as First Responder scaling guide on August 4, 2026, arguing that the pre-positioned dock, not the pilot with a case in the trunk, is now the unit of aerial response. The document walks a police chief or a security director through the operational case, the cost model, and two reference deployments.

One day earlier, on August 3, the Federal Communications Commission notice proposing to prohibit the continued importation and marketing of foreign-made drone docking stations was published in the Federal Register. Comments close September 2.

I covered El Paso’s 22-dock rollout in August 2025, when DJI first put that program forward as its American proof point. The company is still using it as the proof point. What the playbook does not mention is that the El Paso Police Department spent this spring applying for federal money to replace the fleet.

The FCC Now Treats A Docking Station As Military-Grade Equipment

Public Notice DA 26-758, released July 21 and opening PS Docket No. 26-189, proposes seven capability-based categories of foreign-produced drone hardware the agency would cut off from further import, advertising, distribution, and sale. Category five is drone docking stations. Category three is any drone carrying a thermal imaging sensor.

The full notice reasons that docks are infrastructure enabling persistent round-the-clock autonomous operations, and that as coordinated nodes for launch and recovery they could support large-scale drone swarms. The supporting citation for the definition is a 2022 academic survey of landing platforms. That is the evidentiary basis for calling a battery-swapping box military hardware.

A DJI Dock 3 running a Matrice 4TD hits both categories at once. The dock is a dock. The 4TD carries a 640 x 512 radiometric thermal camera, which is precisely why public safety agencies buy that variant instead of the mapping-focused Matrice 4D.

The carve-outs are real and worth stating plainly. Nothing already purchased gets grounded, and continued use and operation stays authorized. Imports for federal government use and for commercial testing are excluded. Blue UAS Cleared List hardware, Buy American domestic end products, and anything holding a Department of War Conditional Approval are exempt. The proposal reaches the trade, not the hangar.

It also moves slower than its predecessors. The FCC proposes that import and marketing cease 180 days after Federal Register publication of a final decision, rather than the 30 or 10 days used in earlier rounds, citing the larger scope of affected equipment. Measured from August 3, the proposed transition lands on or about January 30, 2027. DroneXL covered the full seven-category proposal and the parallel exemption extension when it was announced.

DJI’s Flagship American Case Study Is Already Shopping For Replacements

El Paso, Texas is the first of two deployments DJI holds up in the playbook. The description is accurate as far as it goes: a citywide program built on Dock 3 and FlightHub 2 On-Premises, waivers structured for the whole city rather than a single department, aerial confirmation in minutes instead of the 45-minute after-hours turnaround the program replaced.

The city runs 22 DJI docks across roughly 40 miles of terrain, shared by police, fire, and airport operations, with about 40 licensed pilots between them. The police department alone spent about $1.2 million on its DJI aircraft, funded through the American Rescue Plan Act. I wrote up the citywide on-premises rollout when DJI and the city presented it in September 2025.

Then December happened. On April 1, 2026, the El Paso City Council voted unanimously, with three members absent, to apply for a federal Community Project Funding grant of nearly $4.6 million through the office of Rep. Tony Gonzales, explicitly to buy American-made replacements. El Paso Matters reported the vote and the reasoning: a city official told the council the money is for U.S.-made drones replacing Chinese technology. The request covers 12 drone pods with accessories and a five-year support agreement, for fiscal 2027, with no city match. The city missed the fiscal 2026 window.

Read those numbers carefully, because this is not a like-for-like swap. The $4.6 million bundles five years of maintenance the original purchase did not include, the package is specified at 12 pods rather than 22, and Police Chief Peter Pacillas has said the final count depends on what the bids come back at. No American manufacturer has been selected. The direction is not in dispute: Pacillas said the department will dispose of the DJI equipment once replacements are bought.

The grant has not been awarded. El Paso is still flying DJI today, which is why the playbook still works as marketing and why it reads strangely in August 2026.

The Cost Model Is DJI’s Own Arithmetic

The playbook’s figures come from DJI’s Dock as First Responder whitepaper, and DJI labels them as such. A pre-positioned dock reaches a nearby scene in roughly three to five minutes against the 10 to 30 minutes a pilot adds by driving out, which the company presents as a 70 to 80 percent cut in response travel time. One pilot supervising up to four active dock operations, framed as a fourfold productivity gain. Night standby labor down 60 to 70 percent. Crash exposure reduced, with DJI’s internal reviews attributing more than 90 percent of drone crashes to pilot error.

None of that has been independently audited, and the response-time figure carries its own condition: it assumes a dock already sitting inside the coverage area, which is the capital expense the entire model turns on.

To DJI’s credit, the document does not oversell the substitution. It states directly that dock deployment does not retire patrol-based flying, and that SWAT overwatch, indoor work, and fast-changing dynamic scenes still need a pilot on site with an aircraft in hand. That is a more honest boundary than most vendor material draws.

The one-pilot-to-four-docks figure carries a quieter asterisk. DJI hedges it as applying where local regulations permit, and in the United States that ratio is a waiver question rather than a product feature. American agencies do not get to buy their way to it.

American Departments Are Already Running The Transition The Playbook Skips

The chapter missing from a 2026 DFR buying guide aimed at U.S. agencies is the one on procurement risk, and departments are writing it themselves.

Plano, Texas approved $1.44 million for a Motorola-led program on July 27 in an 8-0 vote, and the plan is to launch on DJI Matrice aircraft while transitioning to the American-made BRINC Guardian within 18 to 24 months. Paladin has been marketing an $8,000 refundable 30-day evaluation while Flock hands out no-cost pilots, and DroneXL’s reporting on what full DFR programs actually cost put Orlando at $6.83 million for 11 Skydio X10 drones and Brooklyn Park at $4.6 million in a Skydio expansion.

DJI’s own exposure is not hypothetical either. In filings before the Ninth Circuit in Case 26-1029, the company told the court the Covered List action puts 25 planned 2026 launches and roughly $1.56 billion at stake, on top of 14 products whose authorizations the FCC has already set aside.

DroneXL’s Take

Calling a docking station military-grade because it recharges batteries and transfers data is the weakest reasoning the FCC has produced in this entire proceeding, and I have read every public notice in it since December. By that logic a fire station is military-grade, since it also enables persistent 24/7 operations from a pre-positioned node. The categories that actually bite are thermal imaging and docks. That describes a fire department’s search kit and the drone as first responder programs the same federal government keeps saying it wants to accelerate. Nobody at the Ministry of State Security is waiting on a battery-swap enclosure from Shenzhen.

DJI does not get to play the innocent party here either. The playbook uses El Paso as its American showcase and never once mentions that El Paso spent April asking Congress for the money to replace it. That is a marketing document written for buyers in Rome and Riyadh with an American flag stapled to the cover, and American chiefs reading it deserve to know the flagship customer has already started planning its exit. Leaving that out is a choice.

Here is what stings about El Paso. A working, paid-for, cross-agency public safety network gets torn out and rebuilt with federal grant money, and nobody in that city ends up with a better drone. They end up with a compliant one. That is not a security dividend, and the listing that triggered it happened because no agency completed the audit Congress ordered.

The dates that matter are on the calendar now. Comments in PS Docket No. 26-189 are due September 2, 2026. Anyone running a docked program, or budgeting one for next year, should put actual fleet counts and replacement costs into that docket, because the FCC has tentatively concluded the economic impact will be minor and asked commenters to prove otherwise. The agency’s July 17 notice cites DroneXL’s own reporting in its footnotes, so I can confirm the record gets read. And the precedent for how fast this moves is already on the books: the parallel proceeding for older covered equipment was proposed March 27, adopted June 26, and took effect July 16.
