Orlando International Airport just cleared the first hurdle toward hosting electric air taxis. The Greater Orlando Aviation Authority board approved development of an eVTOL “vertistop” at the airport on July 16, a small takeoff and landing pad that would put demonstration flights at Florida’s busiest airport, possibly before the year ends.

One approval still stands between the pad and the sky, and it is the big one: the Federal Aviation Administration has not signed off yet. But an airport board voting to pour concrete for aircraft that are still working through certification is the kind of signal this industry has been waiting on.

GOAA Picked A Parking Lot To Start Florida’s Aerial Highway

The vertistop will sit at Surface Lot Atlantis near the airport’s train station, designed to FAA Engineering Brief 105A with a deliberately minimal infrastructure footprint. No terminal, no charging towers, no glass atrium. A pad, painted and lit to federal guidance, built to host eVTOL aircraft demonstrations. Engineering Brief 105A is the FAA’s interim design guidance for vertiport facilities, covering pad dimensions, markings and safety areas, so the site starts life speaking the regulator’s own language.

That modesty is the strategy, not a budget concession. The Greater Orlando Aviation Authority wants flights happening quickly, and a demonstration pad clears review faster than a passenger facility. The full vertiport, with a terminal and commercial amenities, is a separate project the airport wants standing by 2030.

Florida’s Department of Transportation frames the pad as the opening move of something larger. “This vertistop will play a key role in the initial phase of Advanced Air Mobility along the I-4 corridor,” said FDOT Secretary Jared Perdue, referring to the highway spine that connects Tampa, Orlando and the theme park economy between them.

The Approval Stack Still Runs Through The FAA

The board vote authorizes airport staff to develop the pad, but construction starts only when the FAA signs off, and the project also needs continued support from FDOT. If the federal approval lands on schedule, the airport aims to finish construction by the end of October, with air taxi demonstration flights possible at Orlando by the end of 2026, as News 13 reported.

The regulatory groundwork has been moving since spring. In March, FDOT was selected for the FAA’s eVTOL and Advanced Air Mobility Integration Pilot Program, a three year federal initiative, and the Orlando demonstrations are planned in collaboration with the FAA, FDOT, local air traffic control, NASA and the National Air Traffic Controllers Association.

That partner list is worth reading twice. This is not an airport freelancing a landing pad. It is a federal integration program using Florida’s busiest airport as a testbed, with the controllers’ union already at the table.

GOAA CEO Lance Lyttle kept his statement short, thanking the partners “helping to advance this work.” The gratitude is warranted. None of this flies without them.

Airports Are Building For Aircraft That Are Not Certified Yet

Orlando joins a pattern I have been tracking all year: infrastructure is now moving ahead of the aircraft. In April I covered Joby Aviation flying JFK to Manhattan in New York City’s first point to point eVTOL demonstrations, flights that used existing heliport infrastructure to prove the route concept.

Orlando is taking the next logical step, building dedicated eVTOL ground infrastructure at a major hub before scheduled passenger service exists anywhere in the country. The bet is simple: certification timelines are uncertain, but concrete takes months, not years, and the airport that is ready first hosts the market first.

The I-4 corridor makes Orlando a shrewd place for that bet. Tens of millions of visitors a year move between the airport, the convention center and the theme parks along a single congested highway. If air taxis work anywhere as a business, they work there.

My usual experience covering this industry runs in one direction: the technology laps the field at record pace, and then regulation pulls the handbrake mid corner. It happens with medicines, it happens with food, and it obviously happens with drones. Even more when the drones carry passengers.

Which is why Orlando reads strange, in the best way. The airport authority moved first, on its own initiative, and now only the final boss of this game remains: the FAA. An airport board choosing to get ahead of the regulator, instead of waiting to be dragged, inverts the sequence I have watched for years.

And a droneport rising at a hub as important as Orlando is not a local story. It is a signal, and a good one, three times over: good for eVTOL makers who need somewhere real to land, good for regulators who need operational data instead of simulations, and good for every passenger stuck on I-4 watching the clock.

What I hope to see from here is simple: more permits approved, at more airports, on this same pattern. The dated milestones to watch are real ones, the FAA sign off, the end of October construction target, and whether a demonstration aircraft actually lifts off Lot Atlantis before December 31. Hit those three, and this world fills up with drones sooner than you think.
