More than 90 teams began flying at the National Museum of the U.S. Air Force in Dayton, Ohio this week, trying to haul 49.9 kg (110 pounds) or more with aircraft that weigh less than 24.9 kg (55 pounds). DARPA is putting $6.5 million behind the attempt. Buried in the prize rules is a clause almost nobody has reported: if the top three finishers land below a 4:1 payload-to-weight ratio, each of them collects half of what the headline number promises.
The Lift Challenge runs August 2 through 9. Weigh-in and inspection happened Sunday. The DARPAtv livestream went up Monday. Four public days open Thursday, August 6, and the awards ceremony is Sunday, August 9. Admission and parking are free. DroneXL has followed this competition since the agency published its special notice in October 2025, and the rules have tightened steadily in the months since.
That 50 percent clause is the most honest sentence in the whole document. DARPA built a competition around a number current aviation cannot reach, then wrote down what happens when Dayton does not reach it either.
The Prize Structure Pays Full Awards Only Above A 4:1 Ratio
DARPA splits the pool into objective and subjective categories. The payload-to-weight ratio is the primary metric, worth $2.5 million for first place, $1.5 million for second and $1 million for third. The published prize rules then add the qualifier: teams finishing in the top three below a 4:1 ratio receive 50 percent of the award.
Three more awards of $500,000 each go to subjective categories judged by a panel of DARPA program managers:
- Most Revolutionary Aerodynamic Design
- Most Revolutionary Powertrain Design
- Most Promising
Those three are open to teams that never post a score at all. DARPA’s stated eligibility standard is intent to compete, and the agency’s own example is a novel design that crashes on takeoff. Smith told the Dayton Daily News the goal is “things that people have said are impossible in aviation.”
The 4:1 bar is set that high because the state of the art sits nowhere near it. Today’s heavy lifters hover at or below a 1:1 ratio, and DroneXL’s look at the DJI FlyCart 100 put that platform at roughly 0.53:1. Clearing 4:1 means beating the best current hardware by a factor of eight. Lift Challenge program manager Phillip “Donna” Smith, a lieutenant colonel in the Marine Corps Reserve, told Military Times that “our goal is to dramatically increase the useful load.”
The Course Rewards Precision As Much As Raw Lift
Each team gets an exclusive flight lane 30 m wide by 335 m long (100 by 1,100 feet), enclosed by a digital geofence and divided into color-coded zones. The green corridor down the middle is the optimal path. A 6 m yellow buffer triggers a warning on the pilot’s display. Crossing into the red zone ends the scoring attempt on the spot.
The mission profile is 12 laps carrying the payload, which works out to four nautical miles, followed by a payload drop and three more laps unloaded. Cruising altitude is 46 m (150 feet) with a 15 m tolerance, and the ascent has to be finished within half a nautical mile of the start line when loaded. Everything has to be done inside 30 minutes. Each team gets two 90-minute windows on separate days and can fly as many attempts as it can safely fit.
The payload itself is cast iron Olympic barbell plates, Barbell Standard brand, supplied by DARPA so every team lifts identical hardware. Plates must be stacked in the largest denominations available, held at a single point on the aircraft, and released only after the aircraft or payload touches the ground. No airdropping. The attachment gear counts toward aircraft weight rather than payload weight, which quietly penalizes anyone who over-engineers the hook.
Landing is scored too. The center body has to come down inside a 1.5 m radius circle, and the landing only counts if the aircraft could fly again without repairs. Flights stop when wind passes 25 knots. Every aircraft carries a hard or soft kill switch, and the rules note that anything breaching the site geofence can be engaged by security and destroyed.
DARPA Holds The FAA Exemption That Lets These Drones Fly Loaded
Every team had to designate a Remote Pilot in Command holding a valid Part 107 certificate, verified by a DARPA hangar technician during check-in, before it could enter. Aircraft must be registered through FAA DroneZone and comply with Remote ID. Flights stay within visual line of sight, and a safety pilot has to be ready to take manual control even on autonomous designs.
The weight math creates a regulatory problem DARPA solved centrally. An airframe under 24.9 kg flies under Part 107, but the same airframe carrying 49.9 kg of iron does not. Rather than make every invited team petition the FAA separately, DARPA obtained a 49 U.S.C. 44807 exemption and distributed it to competitors, lifting the 55-pound ceiling for loaded flights while leaving the rest of Part 107 in force. The Part 107 speed cap of 100 mph also comes off, though the agency notes the course layout makes that academic.
Watch the broadcast and the regulatory scaffolding is invisible. It is the reason this event exists at a public museum instead of a restricted range.
The FCC Covered List Question Sits Unresolved Over The Whole Field
DARPA’s own competitor FAQ contains the most interesting unanswered question of the week. Asked whether National Defense Authorization Act sourcing rules apply, the agency says team aircraft are not held to NDAA requirements. Then it adds that it is aware of the FCC public notice published on December 22, 2025 and is “investigating how this might impact team designs.”
That notice is the one that swept every foreign-produced unmanned aircraft system and its critical components onto the Covered List. DroneXL covered it the day it landed and has tracked every action since. Motors, electronic speed controllers, flight controllers and radio links are exactly the parts a garage team buys to build an airframe under 24.9 kg that can lift at least twice its own weight, and the December action reached past named Chinese firms to cover foreign manufacture as a category.
The exposure got sharper in July. The FCC proposed prohibiting the import and sale of Covered List drones in seven capability categories, and one of those categories is any drone at or above 25 kilograms. That is the exact weight class every Lift Challenge aircraft occupies the moment the plates come off the ground.
None of this stops a single flight this week. The teams built what they built, and the scoreboard will read what it reads. But this competition is an explicit instrument of the Department of War’s Drone Dominance push, the same program that ran its Gauntlet I evaluation at Fort Benning in February. The point of paying $6.5 million to garage inventors is that some of them turn into suppliers. Eight months after the Covered List action, the agency running the competition still describes the supply chain question as under investigation.

Give DARPA credit for the 50 percent clause. Prize competitions usually oversell themselves, and this one wrote its own reality check into the rules before a single aircraft weighed in. The agency that watched every car fail its 2004 Grand Challenge knows exactly what a first running looks like, and it priced that in rather than pretending. I would rather read an honest rulebook than a confident press release.
What I cannot get past is the gap between the two halves of American drone policy, on display in the same week. One arm of the government is handing garage inventors an FAA exemption, a free venue at an Air Force museum and millions in prize money to out-engineer physics. Another arm has spent eight months closing off the parts bin those inventors shop from, and just proposed a rule whose weight threshold happens to describe every loaded aircraft on the field. DroneXL opposes unfair competition from China and from Washington alike, and a policy that funds American ingenuity while leaving its component supply legally undefined is not a security posture. It is two agencies not talking.
The teams deserve a straight answer, and there is a live channel for getting one. Comments on the FCC’s July 21 proposal are due 30 days after it hits the Federal Register. DARPA named 124 invited teams in July and the Dayton Daily News counts more than 90 actually flying. If even a handful of them file a page explaining what they bolted onto their airframes and where those parts came from, the record stops being an argument between lobbyists and becomes evidence. The awards ceremony is August 9. The docket is open after that.
One more thing, because it needs saying every time a drone event draws a crowd. The museum has been explicit that nonparticipants may not fly personal drones on the grounds. Do not be the guy who puts a Mini up over Wright-Patterson to get a better angle on the leaderboard. There are 15 camera feeds and a jumbotron. Use them.
