Ukraine’s Delta battlefield software has cut the gap between a frontline unit reporting a Russian position and the first artillery rounds landing, from at least 20 minutes down to three to five, according to a Ukrainian battalion chief of staff quoted by The New York Times in a report published Wednesday from command posts on the eastern front.
The US Army has nothing that does this, and its own civilian leader said so on the record. Army Secretary Daniel Driscoll told the Senate Armed Services Committee in May that Delta puts every Ukrainian drone and every shooting platform onto one network, and that American systems do not.
DroneXL has been following Delta since March 2022, back when it was a shared digital map that Ukrainian units reached over Starlink terminals from ordinary laptops. Four years on, it is the layer deciding which of thousands of drones flies at which target, and the Army has spent a year and $99.6 million of prototype money trying to build an answer.
Delta Fuses Drone Feeds Into A Kill Zone Miles Deep
Delta is Ukraine’s battlefield management system. It ingests drone video, radio intercepts and satellite imagery, detects targets, and pushes them to thousands of reconnaissance and strike drones flying around the clock. The result is a zone miles deep in which anything that moves can be spotted and hit within seconds.
Col. Artem Martynenko, who oversees the software’s development for Ukraine’s Defense Ministry, calls Delta the nervous system of the drone force that has slowed Russian advances to a near standstill. Yurii Myronenko, the ministry’s inspector general and the official who ran Delta’s expansion until March, put the platform at 270,000 registered users in May, up from roughly 200,000 in December.
Detection is the obvious half. The feature Ukrainian officers keep returning to is memory. Click a red diamond marking a Russian howitzer and a panel opens showing when the gun was first spotted, how many times it has been attacked, and which units did the attacking. The next crew to inherit that sector sees the whole history before it launches. Nobody burns a drone on a wreck. Nobody repeats the approach that got the last team killed. American troops rotating through Afghanistan spent two decades relearning the same lessons because that record never existed anywhere, and Ukraine built the fix directly into the map. That is the boring half of the problem, and it is the half Washington keeps legislating around.
Delta Came Out Of A Volunteer Drone Unit, Not A Procurement Office
Aerorozvidka, a volunteer group experimenting with reconnaissance drones against Russian-backed separatists in 2014, built Delta because intelligence moved too slowly. Radio relays meant targets vanished before artillery could fire. NATO financed the work. The Ukrainian Army then resisted the system for years, preferring paper maps.
Yaroslav Honchar, a co-founder of Aerorozvidka, described that original bottleneck to the Times: crews could see the target, but moving the coordinates to the guns took a chain of radio calls, and by then the target had usually gone.
When Russia invaded in February 2022, Honchar worked from a headquarters inside a nearly encircled Kyiv, feeding everything into Delta, including tips from civilians watching tanks roll past their windows. Ukrainian counterassault units were striking the soft points in the Russian columns within days. DroneXL was writing about the same system that March, when it ran on Starlink links and consumer laptops and almost nobody outside Kyiv had heard of it.
In July 2024, Ukraine’s Defense Ministry said Delta had passed an independent information-security audit against NATO standards, with 162 protection measures reviewed over roughly six weeks. Defense Minister Rustem Umerov said it was the first Ukrainian military system ever certified that way.
The US Army Spent A Year And $99.6 Million Building Its Answer
Next Generation Command and Control is the Army’s answer to the same problem. In July 2025 it handed Team Anduril a $99.6 million agreement, running 11 months, to deliver a prototype architecture to the 4th Infantry Division. Broader fielding across the Army depends on what that prototype shows.
That work ran through the 4th Infantry Division at Fort Carson, Colorado, across a sprint series named Ivy Sting and Ivy Mass. Anduril’s team includes Palantir and Microsoft plus four smaller software firms. In June 2026 the Army named Anduril to lead the NGC2 common data layer, pairing its Lattice software with Palantir’s Foundry, the first award moving the program past prototyping. It falls under the ten-year, $20 billion enterprise agreement the Army signed with the company.
Then Fort Irwin. From July 20 to 29 the Army ran Project Convergence-Capstone 6, the largest experiment in the program’s history, with more than 90 technologies under test and 4th Infantry Division operating NGC2 at division scale against the National Training Center’s opposing force. DroneXL was writing about the same base in March, when the Army wanted 340,000 drones and Fort Irwin had four.
Driscoll’s May assessment was blunter than anything in the Army’s own releases. He called Delta’s architecture incredible, said it folds every drone, sensor and shooting platform into one network, then added three words about the Army’s: “Ours does not.” Pressed on why the service was only embracing Ukrainian-style integration in the war’s fifth year, he told the committee the fault was his and nobody else’s. This is the same secretary who spent January telling soldiers to stop accepting bad counter-drone gear.
His fix has a name. Operation Jailbreak is a six-week sprint at Fort Carson to force legacy systems to share data with each other, with generative AI layered on afterward for decision-making, something Driscoll noted the Ukrainians have been doing for the entire war. In early May the Army and a group including Anduril, Boeing, Lockheed Martin, Perennial Autonomy and RTX announced a companion hackathon called Right to Integrate, built around the same modular open-systems architecture that lets Delta swallow whatever Ukrainian engineers build next.
NATO Already Watched Delta Work Against Its Own Formations
At Hedgehog 2025 in Estonia, roughly ten Ukrainian drone operators played the opposing force against 16,000 troops from 12 NATO countries. In about half a day they mock-destroyed 17 armored vehicles and ran some 30 further strikes. Two battalions were rated combat-ineffective.
DroneXL reported that outcome in February, after Jillian Kay Melchior laid the exercise out in The Wall Street Journal. The Ukrainian team was running Delta, on NATO soil, for the first time. A commander’s summary of the day, as participants relayed it to the Journal, was not printable.
The Times found the same picture from the other side of the map. A Ukrainian officer who uses the call sign Crow, and who took part in the Estonia exercise, said alliance vehicles kept surfacing on Delta’s interface one click away from destruction.
Ukraine Is Wiring AI Into Delta And Building A Battlefield Chatbot
Ukraine has trained target-detection models on millions of hours of drone video and wants that capability embedded across Delta. Danylo Tsvok, who heads the Defense Ministry’s AI center, described a new assistant called SPECTR that plugs into Delta and answers commanders’ questions. Testing during attack planning comes next.
Kateryna Bondar and Matt Mande argued in a CSIS brief in June that this layer, rather than the aircraft, is where the next war gets decided. Their arithmetic is worth sitting with. Ukraine fields around 400 drone types and burns through hundreds of thousands of airframes a month, and a single first-person-view strike still takes three to six people to put one drone on one target. At 80 percent of strike missions, they write, orchestration software stops being a supporting capability. “It is the warfighting system.”
The same brief notes that Russia is building its own equivalent, and that Russian military writers have named Delta specifically as a Ukrainian advantage. American firms are chasing the same layer from the commercial side, and Auterion ran a hybrid drone swarm through a multi-manufacturer kill chain last December.
DroneXL’s Take
Washington has spent four years arguing about who assembles the airframe. Delta is the reminder that the airframe was never the hard part. Ukraine’s advantage sits in the software telling thousands of cheap drones where to go, and volunteers built that software before anyone wrote a requirement for it.
NGC2 is not vaporware, and Driscoll earns credit I do not hand out often. Anduril and Palantir delivered a working data layer, the 4th Infantry Division ran it at division scale in the California desert, the Army went from prototype award to production baseline in eleven months, and when a senator asked why it took until year five, the secretary said the fault was his own. That is not how Pentagon hearings usually go.
But Fort Irwin is scored by referees. Delta is scored by whether the howitzer shoots back. Ukraine has been shipping updates into a live war since 2022, and no exercise calendar reproduces that learning rate. A six-week sprint called Jailbreak is a serious start against a four-year head start.
One thing has gone unanswered for sixteen months. In April 2025 Ukraine’s deputy defense minister for digitalization, Kateryna Chernohorenko, said a NATO member had formally asked to license Delta, and that the country would be named once an intergovernmental agreement was signed. Ukraine has still not named it, and no government has claimed the deal. Whether that buyer is the United States, and whether the Army would ever accept foreign code sitting in the middle of its kill chain, is a larger question than any contract award.
I keep coming back to Driscoll’s November 2025 trip to Kyiv. He flew there to look at how Ukraine uses drones, and the White House upgraded him to peace negotiator about a week before he sat down with Zelenskyy. The man who would tell the Senate that the Army’s network could not match Delta had already been standing in the country that built it.
Watch the Army’s fiscal 2027 budget request. The service has said the Capstone 6 data shapes how far NGC2 extends beyond the 4th and 25th Infantry Divisions, and a request funding two divisions’ worth of it is a different signal from one funding a service.
My read is that the Army’s problem was never knowledge. Its own secretary described the answer to the Senate in May, in three words, then said the delay was his fault. Building it is the part Washington keeps discovering it cannot simply buy.
