Former NY Fire Chief Charged with Forging FAA Drone License

A former fire chief in Central New York faces criminal charges for allegedly forging Federal Aviation Administration (FAA) credentials required to operate the department’s unmanned aircraft system. Michael J. Leonelli, 46, was arrested Wednesday after the Caughdenoy Fire Department discovered irregularities with his purported Part 107 certification, according to Syracuse.com.

The incident highlights ongoing challenges as public safety agencies integrate drone technology into their operations. Under FAA regulations, all commercial and public safety drone operations require valid Part 107 certification, which involves passing a comprehensive aeronautical knowledge test and security screening.

State police charged Leonelli with second- and third-degree forgery and criminal possession of a forged instrument after the volunteer fire department, which serves communities across Oswego and Onondaga counties, reported concerns about his documentation this summer.

The case underscores the critical importance of proper certification for first responder drone operations. Public safety agencies increasingly rely on unmanned aircraft for search and rescue, fire scene assessment, and disaster response. However, operating these systems without proper certification not only violates federal aviation regulations but potentially compromises mission safety and effectiveness.
