Brent crude settled above $100 a barrel on July 23, and the weapon most responsible for that number costs about $20,000 to build. Energy analysts are now saying out loud what DroneXL readers have watched unfold strike by strike since Operation Epic Fury opened on February 28: cheap, long-range drones have made it easier and dramatically cheaper to take refineries, tankers, and power grids offline, and the world’s energy planners are being forced to redesign around that fact.
The wars in Ukraine and Iran are the proof of concept. Ukraine hits Russian refineries and export terminals almost daily. Iran used drones to choke shipping through the Strait of Hormuz and to damage Qatar’s main LNG export hub. Gasoline averaged $4.09 a gallon in the U.S. last week, and analysts from Eurasia Group to Columbia now draw a straight line from those prices back to unmanned aircraft.
Anyone building energy infrastructure anywhere conflict is even remotely possible, Eurasia Group analyst Gregory Brew argues, now has to plan for drone defense. The rest of this story is about what that planning costs.
The Attacker’s Math Beats The Defender’s Budget
A Shahed-136 drone costs Russia roughly $20,000 per airframe, while the Patriot PAC-3 interceptor often used against incoming threats runs about $4 million per missile, a cost exchange so lopsided that defending every refinery, substation, and export terminal with missiles is an economic impossibility for any country. That figure comes from a Modern War Institute analysis published at West Point on July 8, which argues the economics of precision strikes have permanently tilted toward the attacker.
The production numbers make it worse. Russia can build 120 ballistic missiles a month. Current U.S. PAC-3 MSE output is about 600 a year, and even the Pentagon’s push to more than triple that leaves little margin for missed intercepts. Saturation attacks will leak through. The MWI authors put it bluntly: “the grid is now effectively a frontline target.”
The hardware on the receiving end compounds the problem. A single high-voltage autotransformer weighs over 200 tons, is built to order rather than stockpiled, and carries lead times exceeding 24 months. A drone that costs less than a used car can destroy equipment that takes two years to replace.
Ukraine Turned Russia’s Refineries Into A Standing Target List
Ukrainian long-range strike drones now fly missions against Russian oil infrastructure on a near-daily basis, reaching targets from the Moscow region to the Baltic export terminals, and the campaign has grown from improvised harassment in 2024 into the systematic degradation of Russia’s refining and export capacity. When Fire Point ran live footage of its Kapotnya refinery strike at its Eurosatory booth in June, the company’s CEO said its FP-1 and FP-2 drones fly between 5 and 20 sorties into Russia every day.
The campaign’s reach keeps growing. Ukraine’s Liutyi drones hit the Ust-Luga terminal on the Gulf of Finland three times in a single week this spring, a stretch of the campaign that ended with a strike drone crashing in Finland with a live warhead. Russia felt those attacks in its own energy books, and the rest of the world felt them at the pump. Even Monday’s price retreat came only after crude loadings resumed at a Black Sea terminal that Ukrainian drones had knocked offline.
Russia ran the same playbook in reverse against Ukraine’s power grid, and the results were structural. A three-month wave of strikes in mid-2024 removed roughly nine gigawatts of generation, about half of Ukraine’s winter peak demand, with direct damages now past $16 billion.
Iran Proved A Regional War Reprices Energy Worldwide
Iranian one-way attack drones turned the Strait of Hormuz, the 34-kilometer-wide (21-mile) chokepoint carrying about a fifth of the world’s seaborne oil, into contested airspace for months, deterring tanker traffic despite overwhelming U.S. military superiority in the region. DroneXL documented that pattern in real time, including the day CENTCOM shot down four Iranian attack drones headed for the strait and answered with strikes on coastal radar sites.
Iranian drones also hit energy sites across the Gulf alongside missile salvos, including Qatar’s main LNG export hub. Crude went from around $65 a barrel to above $100 during the spring closure of the strait, a spike DroneXL covered when Britain drew up plans to send minesweeping drones to reopen it. The strait reopened in June. The Houthis’ Red Sea attacks last week sent Brent back over $100 anyway.
Energy Planners Now Design Grids Around The Drone Threat
Columbia energy scholar Tatiana Mitrova told Axios that infrastructure planning now requires completely different thinking, because a century of energy economics built around concentration and scale produced exactly the kind of massive, fixed, well-mapped targets that cheap drones are best at destroying. Her summary of the new logic: “the bigger the target, the bigger the damage.”
The emerging playbook favors modular over monumental. Smaller distributed generation, microgrids that island themselves when the main grid takes a hit, blast walls and netting around transformers, buried control systems, and warm standby equipment. Ukraine is already living this doctrine, running mobile on-site power in response to Russian grid strikes. The MWI authors want the U.S. and its allies to adopt it before a war forces the issue, and they name Taiwan’s centralized grid as the vulnerability a Chinese campaign would exploit first.
Washington Rewrote Counter-Drone Law And Skipped The Owners
A new federal framework took effect on July 1 that lets certified state and local law enforcement agencies track and in some cases disable threatening drones, yet the private companies that own America’s refineries, pipelines, and substations still have no mitigation authority of their own. The SAFER SKIES Act, passed inside the FY 2026 defense bill in December, expanded DHS and DOJ counter-drone powers and ordered a certification framework for police and correctional agencies, which the two departments published as an interim final rule on July 6.
The rule does real things: two-tier certification separating detection from mitigation, an approved-technology list, spectrum coordination, air traffic notification. What it does not do is give a utility or refinery operator the right to act on its own. Jamming still violates FCC rules, and downing an aircraft, even a hostile quadcopter over your own transformer yard, remains a federal crime for a private operator.
The defense industry sees the market forming anyway. Lockheed Martin picked Fortem Technologies to field an autonomous counter-drone system for critical infrastructure protection in March. DroneShield and Terma partnered on layered counter-UAS for infrastructure customers in May. The demand signal is real. The legal authority for the customers who need it most is not.

I’ve spent 2026 covering two wars that were fought and priced by drones, and the throughline is simpler than the think tanks make it: a $20,000 aircraft did what OPEC embargoes and sanctions regimes spent decades trying to do. It moved the global price of energy. Every gallon of $4 gas carries a drone premium, and that premium exists because attacking energy infrastructure got cheap while defending it stayed expensive.
Washington finally moved, and it moved in the wrong order. Three weeks ago the SAFER SKIES framework went live, giving police departments a path to counter-drone authority. Police departments don’t own refineries. The West Point analysis names the actual target set, generation plants and export terminals, nearly all of it in private hands, and those owners got netting and blast walls. We’ve reported on surveillance drones methodically mapping German power plants and on unexplained incursions over U.S. installations. The threat model is documented. The people who own the targets still can’t touch it.
The counter-drone industry isn’t waiting. Lockheed, Fortem, DroneShield, Terma, and Honeywell have all announced infrastructure-protection systems in the past five months, and DroneXL has covered each one. The buyers with money and legal cover are militaries and Gulf states. The SAFER SKIES rule is interim, which means the framework is still being shaped, and how far the final version reaches beyond law enforcement decides whether American energy companies join that market or keep watching drones from behind a chain-link fence. The technology that repriced the world’s energy is one the people who own the targets still aren’t allowed to defend against. That should be a bigger story than the price of oil.
